For a Kyoto-focused trip, the JR Pass almost never pays off.
A 7-day pass costs ¥50,000–53,000. A Tokyo → Kyoto → Tokyo round trip on the fastest shinkansen is about ¥28,340. It only pays off if you add long rides such as Hiroshima and Himeji within the same week. Tick your own trips below to check.
The Japan Rail Pass used to be the default purchase for first-time visitors. That changed when the price jumped in October 2023, and it goes up again for passes bought through overseas agents from 1 October 2026. If most of your nights are in Kyoto, the numbers now point the other way. Here is the math, a calculator you can use for your own route, and what to buy instead.

The ticket prices are what you would actually pay without a pass. For the airport ride into Kyoto that is the ¥2,200 HARUKA One-way Ticket, not the full fare, because any visitor with a foreign passport can buy it. Reserved seats cost ¥200–400 more in peak season (Golden Week, Obon, New Year and a few other holiday periods), which does not change the result.

Classic Tokyo + Kyoto
Fly in and out of Tokyo. Shinkansen to Kyoto and back, plus Fushimi Inari and Arashiyama by JR.
Open jaw via Osaka
Land in Tokyo, fly home from Kansai Airport. Tokyo → Kyoto, day trips to Nara and Osaka, HARUKA to the airport.
The big loop
Tokyo → Kyoto → Hiroshima and back → Himeji day trip → Tokyo, all inside 7 days, riding Hikari with the pass.
The third trip saves you ¥13,620 at the ¥50,000 price (¥10,620 at ¥53,000), but only if you are happy on the slower Hikari. Pay the Nozomi supplement on the four long legs to and from Tokyo and Hiroshima and the pass costs ¥69,840, so separate tickets win again. It also squeezes Hiroshima and Himeji into the same week as Kyoto, which leaves about three days for the city itself: enough for the essentials, but with no slack. What the JR Pass covers in Kyoto, and what it doesn’t
Most of Kyoto’s famous sights are reached by bus or subway, so even a pass holder ends up paying for local transport. Kiyomizu-dera, Gion, Kinkaku-ji, Nijo Castle and Ginkaku-ji are all outside JR’s network.
What to buy instead
When the JR Pass is still worth buying
- You are covering Tokyo, Kyoto and Hiroshima, or going further to Kyushu or northern Japan, within 7 days.
- You prefer not to buy any tickets and are happy to ride Hikari instead of Nozomi.
- You buy on the official online store at ¥50,000 (a limited-time price), and your route adds up to more than that.

FAQ
Can I use the JR Pass on Kyoto’s buses and subway?
No. Kyoto city buses and the Karasuma and Tozai subway lines are run by the city, not JR. Use an IC card or the ¥1,100 Subway & Bus 1-day Pass.
Does the JR Pass cover the HARUKA airport express?
Yes. Both non-reserved and reserved seats on HARUKA between Kansai Airport and Kyoto are included.
Can I ride the Nozomi with a JR Pass?
Only if you buy a Nozomi/Mizuho special ticket, which costs ¥4,960 for an adult per ride (for example Tokyo to Kyoto). Hikari trains are included at no extra cost and take roughly 20 to 25 minutes longer between Tokyo and Kyoto.
Is the JR Pass getting more expensive in 2026?
Yes, for passes bought through overseas travel agents from 1 October 2026: the 7-day ordinary pass rises from ¥50,000 to ¥53,000. The official Japan Rail Pass online store keeps the ¥50,000 price for a limited time, and no end date has been announced, so check its current price before you buy.
How much do children pay?
Children aged 6 to 11 pay about half price. The 7-day pass is ¥25,000 on the official online store (¥27,000 through overseas agents) and regular tickets are half the adult fare, so the comparison comes out much the same.
Prices checked 2 October 2026 against JR West, JR Central, the official Japan Rail Pass site and Kyoto City Transportation Bureau; regular shinkansen and local fares were also cross-checked on fare-search sites. Round-trip fares for Himeji and Kanazawa in the calculator are approximate: the fare sites we checked differ by a few hundred yen depending on train type and season, so check before you buy.
